ON July 9, 2025, the LCA Board of Directors was pleased to host Martin Long, Alberta’s Minister of Infrastructure, along with his staff at our office earlier this morning. We had a very positive meeting where the Minister listened to the industry’s concerns regarding the delegation of contractual risk, liquidated damages, tariffs, procurement methods and timelines, and the inclusion of unrealistic construction schedules in contract documents. The LCA is proud to advocate for our members to all levels of government and we appreciate Minister Long’s time this morning and look forward to continuing positive communications with the Government of Alberta.

With more than 45 years in the construction industry, Francis Rankin has built a career grounded in leadership, operations, facilities management, and industry service. Beginning with the Yukon Housing Corporation, he developed extensive expertise in project management and construction administration before expanding into governance and strategic leadership. As President of the Lethbridge Construction Association and a Director with the Alberta Construction Safety Association, Francis has championed governance modernization, strengthened Southern Alberta's voice, and advanced industry collaboration. Passionate about mentoring the next generation, he is dedicated to sharing knowledge, fostering strong leadership, and building a lasting foundation for Alberta's construction industry.

CHAD BORN * Borne Industries‍ ‍* LCA 1st Vice President

Chad Borne brings nearly three decades of Industry expertise to his role as Vice President of the Lethbridge Construction Association. A Journeyman Sheet Metal Worker by trade, Chad spent over a decade further advancing his skills in Industrial Project Management and Estimating within the Oil & Gas sector. Today, he serves as the President of Borne Industries Ltd., specializing in Heating, Ventilation & Air Conditioning (HVAC), Custom Fabrication, and providing tailored solutions for the Food & Plant Processing Industry. As an LCA executive, Chad leverages this diverse background to champion regional growth and mentor the next generation entering the skilled trades.

EVAN BARR * Neu-lite Electric Inc. * LCA Past President

Born and raised in the small town of Jaffray, British Columbia, Evan Barr is a Master Electrician with more than 25 years of experience in the electrical and construction industries. In 2015, Evan returned to Neu-Lite Electric, where he began his apprenticeship, and has since grown with the company to become President & General Manager.

Throughout his career, Evan has been committed to advancing the construction industry in Southern Alberta and across the province. In addition to serving on the Lethbridge Construction Association (LCA) Board of Directors, he has represented the construction industry as a board member with the Alberta Construction Safety Association (ACSA), the Alberta Construction Association (ACA), and Economic Development Lethbridge (EDL).

Evan is proud to call Lethbridge home and values the opportunity to contribute to the community and industry that have played an important role in his career. Outside of work, he enjoys spending time with his wife and four children.

I believe the strongest communities and industries are built when people feel heard. Lasting progress begins with listening and understanding different perspectives, bringing people together, and advocating for solutions that create value for everyone.

That belief is what motivates my involvement with the Lethbridge Construction Association. As a Director, I am committed to listening to our members, ensuring their voices are represented, and helping the LCA remain a trusted advocate for the construction industry across southern Alberta. I believe our greatest opportunities come from collaboration, open dialogue, and a shared commitment to improving our industry together.

Professionally, I am a Partner and Director of Innovation at FWBA Architects and serve as a Town Councillor for the Town of Coalhurst. These roles have shown me that the best outcomes, whether for a building, a business, or a community, come from bringing diverse perspectives together and keeping people at the centre of every decision.

My wife and I are raising four children in Coalhurst, where we're reminded every day that the work we do today shapes the communities' future generations will inherit.
